The Church Council at Memorial is the
church's principal governing body.
Its members are elected by congregational vote at the annual Charge Conference. According to The Book of Discipline, the official book of law and practice for all United Methodist churches, the Council is to provide for "planning and implementing a program of nurture, outreach, witness, and resources in the local church."
